Report: How a U.S. University Helped China Develop Cutting-Edge Biotechnology
September 17, 2026

The University of Washington (UW) had a longstanding relationship with Origincell, a Shanghai biotechnology company. The U.S. Department of War (DoW) designated Origincell a Chinese military company, but did not explain its ties to China’s military.

In a report released today, Strategy Risks uncovers concrete links between Origincell, UW, and institutions tied to the People’s Liberation Army (PLA) and China’s defense-industrial system.

The report identifies a potential pathway through which sensitive, dual-use biotechnology and research know-how could move from a U.S. university into China’s military-industrial ecosystem. The work involves a researcher supported by U.S. government funding and a Chinese company already flagged by the DoW, raising questions about PLA ties at UW.

Strategy Risks reached out to UW for comment. Their response can be read, here. (Origincell didn’t respond to a request for comment.)

The broader issue highlighted by the report is whether taxpayer-funded research and university partnerships are being adequately screened to prevent capabilities with potential defense applications from benefiting strategic competitors.
